Canada’s 2026 federal budget was tabled on November 5, 2026, by Finance and National Revenue Minister François-Philippe Champagne. Titled “Masters of Our Destiny,” it emphasizes business investment, affordability and tax-system simplification. Here are the main highlights, with particular attention to tax preparation and Quebec clients.[canada]
Overall fiscal picture
| Item | Budget outlook |
|---|---|
| Deficit for 2026–27 | $62.3 billion |
| Deficit for 2030–31 | $52.9 billion |
| New measures | Approximately $142.1 billion over five years |
| Affordability measures | Nearly $22 billion over five years |
| Federal capital investment | $403.9 billion on an accrual basis over 2025–26 through 2030–31 |
| Operating-budget target | Balance day-to-day operating spending with revenues by 2027–28—not balance the overall budget |
The government continues to project overall deficits even after reaching its operating-budget target.[canada][cp24][budget.canada][budget.canada]
Major personal-tax and filing changes
These are budget proposals, rather than a statement that all measures have already become law. The budget does not propose changes to general personal or corporate income tax rates.[budget.canada]
| Proposed measure | Details | Proposed application |
|---|---|---|
| Single personal filing and payment deadline | May 15 for all individuals, including self-employed individuals and their spouses or common-law partners | 2027 tax year onward—first applicable in spring 2028 |
| Higher federal instalment threshold for Quebec residents | Increase from $1,800 to $4,500, with subsequent inflation indexing | Tax years beginning January 1, 2028, or later |
| Higher instalment threshold outside Quebec | Increase from $3,000 to $7,500; the corporate threshold would also rise to $7,500 | Tax years beginning January 1, 2028, or later |
| Annual instalment option for business-income earners | Individuals whose primary income source is a business, including professional or commission income, could make one instalment equal to two-thirds of annual tax owing by December 31 | 2028 tax year onward |
| Higher T1135 reporting threshold | Filing threshold rises from more than $100,000 to more than $200,000 of specified foreign property at cost; simplified reporting available below $500,000 instead of $250,000 | Tax years or fiscal periods ending after 2026 |
| Refundable Canada Caregiver Credit | Existing credit becomes refundable, retaining its basic eligibility and income-testing structure | 2027 tax year onward |
All measures and effective dates above are set out in the budget’s tax annex.[budget.canada]
For a Quebec tax practice, two distinctions matter:
- The proposed May 15 deadline would give most individuals more time, but shorten the current June 15 filing window for self-employed individuals and their spouses. It would also move their federal balance-due date from April 30 to May 15.[budget.canada]
- The $4,500 Quebec-resident instalment threshold concerns federal tax. The annex explicitly distinguishes Quebec because Ottawa does not collect Quebec provincial income tax; it should not be read as an announcement of matching Revenu Québec changes.[budget.canada]
Business owners and capital gains
New Canada Growth Incentive
The budget proposes a capital gains exemption of up to $15 million per qualifying individual, per qualifying business, on qualifying shares issued on or after November 5, 2026, and before 2037.[budget.canada]
This is not a general exemption for every small-business sale. Conditions include:
- A minimum 36-month shareholding period before disposition.
- Canadian ownership, business-activity and asset tests.
- Restrictions on the circumstances in which shares are issued.
- Exclusion of numerous sectors, including accounting and other professional practices, consulting, real estate, agriculture, fishing, forestry, mining, financial services, food and accommodation, and franchised businesses.[budget.canada]
For your own profession, accounting practices are specifically excluded. Also, gains exempted under this proposal would remain subject to a 30% inclusion rate for alternative minimum tax purposes, and interaction rules would limit combining it with the lifetime capital gains exemption on shares of the same corporation.[budget.canada]
Other business measures
- Small-business reinvestment rollover: the replacement-share acquisition period would expand to the year of disposition plus the following three calendar years, with a possible further two years for qualifying future-equity agreements. This would apply to qualifying dispositions from January 1, 2027.[budget.canada]
- Productivity Mega Deduction: the budget highlights previously announced immediate write-offs for a broader range of business capital assets. The estimated fiscal cost is approximately $36 billion over five years.
- Corporate loss transfers: the government plans consultations on allowing current-year non-capital losses to be transferred between corporations under specified conditions; this is not yet a fully defined operating regime.
Household benefits and other changes
- Groceries and essentials benefit: a proposed one-time supplement in early 2027 equal to half the maximum annual Canada Groceries and Essentials Benefit amounts for the 2026–27 benefit year, subject to income testing.[budget.canada]
- Farm and fishing succession: the intergenerational rollover would expand to transfers to nieces, nephews, grandnieces and grandnephews of the taxpayer or their spouse or common-law partner, for transfers from January 1, 2027.[budget.canada]
- Optional simplified expense claims: proposed flat-amount alternatives for certain moving expenses, clergy residence expenses, tradespeople’s temporary relocation expenses, home accessibility expenses and adoption expenses, generally starting with the 2027 tax year. Eligibility requirements would still apply.[budget.canada]
- RRSP/RRIF reform: consultations are proposed on merging their tax rules into an “RRSP-for-life” concept—not an immediate replacement of existing plans.
For planning the next filing season, the key timing point is that the proposed universal May 15 deadline does not apply to 2026 returns filed in 2027; it begins with 2027 returns filed in 2028. The T1135 threshold changes, by contrast, are proposed for taxation years ending after 2026.[budget.canada]
